The construction of new buildings is the current direction of development plans for the Lutheran University. The first stages and the most critical focus of the new campus will be infrastructure development. Three new buildings have been designed, a dormitory, classroom facilities, and administrative offices. Architectural designs were submitted early in 2011 and a quantitative survey completed. These start-up buildings are expected to cost 40,600,000 Kina.

These new buildings will be built in the existing Martin Luther Seminary precinct as supporting infrastructure already exists in that area.  This location will allow the revised initiating stage to be more cost effective and ensure more a timely delivery. However, a new precinct for the Faculty of Education is much needed and that will provide the more expansive and essential academic facilities for the University. Information systems using the new social media and plans for a paperless digital campus will utilize the latest in information technology. The Lutheran University intends to plan for construction that will allow it to capitalize on future trends and innovations in tertiary education.

The Lutheran University of Papua New Guinea (LUPNG) is completing a master plan to use as a guide for establishment and orderly development. Such a plan will provide a comprehensive and detailed strategy to guide the long-term physical development of the university. The master plan will provide a guide as to what the Lutheran University will look like in five years, twenty five years or even one fifty years and beyond. It is a working document and as progress is made it will be posted on this page.
 
The Lutheran University worked  with Infratech Management Consultants and Peddle Thorp Architects to develop a well thought-out and expansive Master Plan.
 
The sites of Martin Luther Seminary and Balob Teacher’s College are being studied as to how the properties can be best used to develop the new Lutheran University.
 
The following are draft plans and are working documents for the purpose of discussion and reflection.  The Establishment Committee welcomes your thoughts, ideas and considerations regarding these proposed draft plans.

Master Plan Proposal for the Martin Luther Seminary Campus

The main objective of the master plan is to build a unique campus that meets international university standards. It is also proposed that there will be one central campus with all teaching, sporting and recreational spaces located on the larger Martin Luther Seminary site (south of the Busu road). Accommodation and agriculture and main car parking will be located on the northern side of the road on this site, apart from MLS students who will reside near the seminary.

Existing buildings on both sites will be retained for as long as possible until funding for further stages becomes available.

The University is been planned around a large central green garden area with a Central Forum Pavilion with buildings surrounding and reinforcing a central, unifying theme.  The forum could be used for large gatherings of 500 or more people.

Twelve circular individually landscaped focal points will be located on these arms symbolizing the twelve apostles that surround Jesus. The circular centres spiral out in position and size from the central core, symbolizing evangelism and the radiating of Christ's Good News of grace and salvation through the campus and world.

Most Sports areas will be located on the Martin Luther site and will be kept to the lowest and flattest area to the south of the site where they are currently located.

Water and ponds will also be used throughout the University to act as parts of the storm-water system or to act as uplifting visual and noise backgrounds to spaces with the use of fountains.

The Master plan calls for existing Seminary buildings will be used as much as possible until they have outlive their usefulness or become too costly to maintain. The designs and plans of the seminary take into account the need for some autonomy related to seminary functions. The new Seminary will be positioned close to the existing seminary and will be staged in its inception. It will use the existing Eckermann Chapel as a gateway to the new precinct. The Seminary precinct has a series of ponds lined with trees within a more open and formal layout, creating a serene atmosphere conducive to creating balance and harmony and a reflective place for prayer. The new Seminary building has been planned with reference to the layouts of traditional churches around the world. The buildings are laid out in crucifix form with entry to the complex from the east past the existing Eckermann chapel.

The campus at Martin Luther Seminary will be used to house the academic faculties of the new Lutheran University.  The new seminary is in the foreground and is closely positioned behind the existing Seminary and will be used to house the start-up operations.  Close to Busu Road and the gateway on the left of the diagram there is a church building that could be built at sometime in the future.  On the other side of the gateway would be an administration building.  One of the main highlights of the campus toward the back of the campus and on the upper right hand corner of the above diagram are the New Education buildings with a Library, Information Technology Center, and Lecture Theaters.  Buildings will be designed to give an impressive profile to the street with its high roofs and many gables. The buildings will be design to be two and three stories to most efficiently use available lands.

Planners are suggesting that with the exception of the Seminary dormitories that all dormitories, faculty housing, and rental housing be housed in the vacant land on the other side of Busu road and is not illustrated in this diagram.


The new university will be built in stages as funding allows.  The first phase will be built on undeveloped land near Martin Luther Seminary.  The Education precinct (zone) will be the first to be built.  This precinct will also be built in phases as funds become available.
