Two professors Dr. Steven Pickford and Dr. Joan Phillip have conducted a two-week intensive research course at Balob between October
6th and October 17th. Another intensive course will be offered in early January at Balob.
Dr. Steven
Pickford is the Director of International Relations and a Senior CSU Lecturer, School of Teacher Education.
Dr.
Joan Phillip is an Adjunct Lecturer at CSU in the School of Teacher Education and is currently working in the areas of Academic
Literacy and English language.

The objectives of the Master of Education program are to:
1. improved professional knowledge and practice in teacher
education;
2. provide research capacity and an inquiry approach to issues of professional practice;
3. build capacity for ethical and informed judgment in tertiary teaching and learning;
4. enhance a commitment
to active self-directed learning and personal growth; and
5. provide the ability to make valued curriculum contributions
in the challenging environment of tertiary education.
6. Provide teaching and professional development in the
area of Early Childhood Education

Charles Sturt University is a major provider of teacher education in Australia and operates the largest distance education
program in this country. The Faculty of Education is one of the largest Education faculties in Australia with over 5,500 students
and 140 academic and general staff. In the 2003 Good Universities Guide, CSU achieved the highest rating, five stars,
for the attraction of international students and entry flexibility.
CSU has worked extensively in PNG on several of noteworthy projects:
1. Virtual Colombo Plan (VCP)
Master of Education 2003-2006 which upgraded to a Master of Education the qualifications of 39 PNG teacher education lecturers.
In the provision of this award Charles Sturt University conducted in-country residential schools for the PNG National Department
of Education, seven Primary Teachers Colleges, the PNG Education Institute, and the PNG National Department of Education.
2. CSU brokered a licensing agreement with the University of Papua New Guinea - Open College to provide distance
education course materials for selected programs throughout Papua New Guinea.
Dr. Steven Pickford an advocate of
the Lutheran University project has extensive experience working in teacher education in Papua New Guinea, as a Senior Lecturer,
Australian Team Leader of the PNG Primary and Secondary Teacher Education Project (PASTEP) and Course Coordinator of the PNG
VCP Masters of Education. He was the initiator of the ICT Learning Centre establishment program and the PNG VCP Master
of Education. He has visited Balob Teachers College on many occasions, including as the Keynote speaker at the 2003 Balob
Teachers College graduation. He is author of several recent articles on teacher education in Papua New Guinea. His expertise
will be available to staff teaching in the program.
The Establishment Committee is thankful for the financial support
supplied by the Morobe Provincial Government and the Papua New Guinea National Government’s commitment to allocate significant funding through
the Departments of National Planning and Monitoring and Treasury and Finance. Their commitment and support has made
this advance degree project possible. The Lutheran University plans to serve the Lutheran Churches and all
Papua New Guinea’s Christians with an aggressive capacity building of its human resources. This professional development
of its members both academically and spiritually is seen as a priority for the Evangelical Lutheran Church – PNG, the
Gutnius Lutheran Church – PNG and the Morobe Provincial Government. The Lutheran University will be able to work with
these Churches in the areas of Leadership Development and Personal Empowerment to enhance, renew, and revive the work of the
Churches and capacity building for the people of PNG during the next decade and beyond.
